Community protection notice (CPN)

  • The council, police and some social landlords can issue these.
  • It is a notice to stop individuals (aged 16 or over), businesses or organisations causing ASB.
  • They are used when someone's behaviour is having a detrimental effect on the quality of life of the community, is persistent and unreasonable.
  • It can deal with noise nuisance and can include requirements to ensure that problems are rectified and steps taken to prevent anti-social behaviour happening again.
  • Councils can still issue an abatement notice where the behaviour constitutes a statutory nuisance.

Public space protection order (PSPO)

  • This is an order designed to protect public spaces from persistently anti-social individuals or groups and can be issued by the council after consulting with others such as the police.
  • It is used where someone's behaviour is, or is likely to be, unreasonable, and persistent or continuing and has, or is likely to have, a detrimental effect on the quality of life of the local community.
