Permanence and adoption

All children need to grow up in a stable family environment that meets their developmental needs and assures their safety and security throughout their childhood in order to give them a sense of permanence.

Adoption is the process that transfers all the rights and responsibilities in respect of a child from their birth parent to their adoptive parent, ending the birth parent’s legal relationship with the child.

Camden shares responsibility for adoption processes in the borough with the Adopt London North Regional Adoption Agency (RAA). The RAA adoption policies are available here:

Details of how responsibility is shared and the tasks carried out by each partner can be found in the CSFH/RAA terms of reference.

Practitioners who are pursuing adoption as a permanence option for a child they work with should follow the Adoption procedures for social workers.

Practitioners preparing Child Permanence Reports for adoption should follow the BAAF CPR guidance and use the Annexe B and CPR templates.

Where parents ask for their child to be placed for adoption practitioners should follow the Relinquished children policy and the local Relinquished babies procedures.
