Quality assurance and funding panel operating principles for ASC Neighbourhoods Service

Quality Assurance Panel

These pages set out the operating principles for Quality Assurance Panel (QAP). A Quality Assurance Panel aims to ensure fair allocation of funding, maintain assessment quality, and promote professional accountability.

The Panel will look for the following:

1. Clear evidence of person’s needs and outcomes

This includes:

1. Options considered such as assistive tech, OT, Careline, community networks, VSO and universal services
2. Evidence of consideration of individual’s extended support network
3. Consideration of short term support e.g. Reablement
4. Consideration of CHC/FNC funding
5. Capacity/Best Interest
6. Safeguarding concerns
7. Weekly cost of current care and weekly cost of proposed care
8. Financial Assessment/ Position including debt/contribution
9. Understanding of risks and risk mitigation

Note to Practitioner: You may wish to add this information in the free text summary of 'Presenting needs' section of conversation 3 or the equivalent section on the What Matters support plan review document.


2. Evidence of management oversight on case notes

Managers to add their views on case notes, titled and in bold, Management oversight for funding request.

Note to Practitioner: The Panel will not consider submission if there is no evidence of management oversight.

3. Updated tracker spreadsheet maintained by Team Clerks, with informaton on cost and length of authorisation

For urgent authorisations

  • The Practitioner and their Team Manager are requested to liaise with a Service Manager for advice and consideration for out of panel agreement.
  • The request will then have to be sent back to panel for retrospective authorisation.
