Who makes referrals to Channel
Referrals come from anyone who has concerns about individuals who may be vulnerable to being drawn into terrorism. Referrals can come from a wide range of people and partners and could include youth offending teams, social services, health, police, education and local communities. Individuals referred to Channel are not criminalised at any stage and will not end up with a criminal record unless they commit a criminal offence. Participation in Channel is voluntary and requires consent from an individual or their parent if it is a child.
How do I make a referral
If you have reason to believe that a child, young person or adult is at risk of radicalisation then you should make a referral by contacting either:
- The Children’s Multi-Agency Safeguarding Hub (Childrens’ MASH) via [email protected] our single access point providing advice, information and support for children and young people who may need extra help or who are vulnerable and at risk OR
- The Adult Multi-Agency Safeguarding Hub (ASC MASH) via [email protected] our single access point providing advice, information and support for adults who may need extra help or who are vulnerable and at risk

If you believe anyone is at immediate risk of harm call the police on 999.
When making a referral it is useful to consider the following three questions:
- ENGAGEMENT - Is there any information to indicate that this individual is showing any signs of becoming involved with a group, cause or ideology that justifies the use of violence and other illegal conduct in pursuit of its objectives?
- INTENT - Is there any information supporting that this individual has indicated that they may be willing to use violence or other illegal means?
- CAPABILITY - Is there any information supporting what this individual may be capable of doing?
