Safeguarding
The National Referral Mechanism (NRM) is a national framework for identifying and referring potential victims of modern slavery and ensuring adults receive the appropriate support. It also allows for the collection and collation of data on victims and perpetrators.
The Local Authority (which includes all departments within London Borough of Camden) are a designated First Responder.
This means we have a statutory duty to identify potential victims of modern slavery, refer them into the NRM and act as a point of contact for the Single Competent Authority (SCA) to assist with their decisions.
Camden’s Modern Slavery Guidance has information on:
- How to refer to the NRM
- What consent needs to be gained
- The Duty to Notify which must be completed where consent to refer to the NRM is not given
- The NRM process and timelines
- Safeguarding processes which must be completed alongside referral to the NRM
The NRM grants a minimum 45-day reflection and recovery period for potential victims of modern slavery while their cases are being considered by the Single Competent Authority. During this time, various forms of support are provided by the Victim Care Contract Provider, which may include accommodation, medical care, legal advice and counselling.
A referral to the NRM can be made via the digital referral portal at www.modernslavery.gov.uk/start
