Voids management

This procedure is part of the Council’s Voids Policy. It sets out what needs to be done to get a void property ready for a new tenancy. The Voids Policy explains our approach to repairing and letting void properties to our residents, most importantly housing applicants, in a way that clearly sets out the standard of service that can be expected. This procedure on the other hand focuses directly on what needs to be done by Council officers and contractors, when and by whom.

Standards and performance management

Average re-let time
The overall voids re-let time (‘key to key’) will be measured in calendar days from the date the previous tenancy was terminated, up to and including the date the new tenancy agreement starts (LAHS definition – see Appendix 1).

The constituent parts of the overall voids re-let time will be also be measured, as follows:

  • Moving Homes Team phase (vacant possession): measured in working days from date the keys are returned to the Council (NEC:….) and the void starts to the day the void is referred to the Repairs Team (NEC:…..). currently this is void date to referral.
  • Asbestos Survey Phase: measured in working days from the date the asbestos management survey is ordered to the date the survey results are received by the Repairs Team. Do we need to measure asbestos period? measured?
  • Voids Repairs phase: measured in working days from the date the keys are passed to the Repairs Team with a referral created via NEC by the Moving Homes Officer to the day the keys are returned to the Moving Homes Officer by the Void Manager and HBEM (Handover) date added via Rapid / NEC
  • Allocation phase: measured in working days from the the property being made offerable and CBL or a direct offer is made. This measure is stored on Teams in the monthly reporting channel. We also measure acceptance to tenancy date.
  • Tenancy sign up phase: measured in working days from the date the Offer is accepted to the new tenancy start date.

The following KPIs will also be collected and monitored:

  • Average re-let time
    o Broken down by voids classification
    o Broken down by void phase
  • Number of voids
    o Broken down by voids classification
  • Estimated return dates

The voids KPIs are reported to Housing DMT monthly.
