Housing DVA guidance

This guidance sets out the Council’s domestic violence and abuse (DVA) policy and provides guidance to staff about what to do when supporting a tenant, or someone else living in council housing, who is experiencing domestic abuse.

DVA cases are complex and each one will be different. 

Always ask for advice or help from a manager if unsure about what to do.

 

Fire safety for domestic abuse survivors

Overview

The London Fire Brigade is working with Camden to deliver support victims of domestic abuse. Under this scheme, the LFB will complete enhanced fire safety assessments and install fire safety measures into the homes of victim-survivors. The target response time is four hours.  

Referral criteria

  • The scheme is open to any Camden Resident, regardless of property or tenure type.
  • The scheme is consent-based: the referring agency must have confirmed consent for the visit from LFB with the person.
  • Referrals will be sent directly to the LFB North West (NW) area team, where: 

·  A person is a victim of domestic abuse and has had threats of fire as a weapon or use of fire as a weapon. 

OR  

·  Any person who has contact with the partner agencies and has had threats/use of fire as a weapon. 

Referrals will also be considered for cases where:

  • A person is a victim of domestic abuse, and there is a fire risk attached to the perpetrator, i.e., history of arson, or history of accidental fire setting, etc. 
  • There are fire risks attached to the victim-survivor of domestic abuse, i.e., from hoarding, but there is no known fire risks attached to the perpetrator.  

The victim-survivor does not need to present evidence of abuse or report the abuse to the Police to qualify for this scheme.  

 

How to make a referral?

Once consent has been obtained for the victim-survivor, you can complete the referral form

You must also complete the following safeguarding actions:

  •  Seek the victim-survivor's consent to refer them to Camden Safety Net for specialist domestic abuse support. If consent is provided, the Officer will complete the referral.
  • All high-risk cases must be referred to the Multi-Agency Risk Assessment Conference (MARAC)
  • Seek the victim-survivor's consent to refer them to Safer Homes for Sanctuary Schemes and home safety measures. 
  •  A safeguarding alert must be made for all cases where there is hoarding, or where there are concerns that a tenant is at risk of/experiencing abuse and has care needs. Consent is not required  
  • child safeguarding alert must be made for all households where there are children present.
