Emergency temporary accommodation

Here is the full EMTA guidance with instructions on how to do a search for EMTA on NEC.

Moving in

Where a move has been agreed:

  • Agree a move on plan. Ensure that your resident is clear and agrees to what this is and aware that the stay in EMTA is short term. Make a note on LWP and/or TRIM what the agreed move on plan is.

  • If the plan is that the resident is going to move to a new home, ensure that there is a live housing application and a direct offer agreed.

  • View the EMTA with the resident to agree the inventory. This needs signing by the resident to agree contents and condition. File the inventory on the property file on TRIM and give them a copy.

  • If you order any replacement furniture please add to inventory and ask the tenant to sign.

  • Sign a licence agreement and ensure that NEC is updated with the licence date.

  • Advise tenant to put utilities into their own name. They will be responsible for their own bills (see also Heat meters below).

    Heat meters in the temporary accommodation. If there is a Heat meter fitted in the temporary accommodation and it’s the same bed size as their secure address they will continue to pay for energy at their secure address as above.

    If it is a different bedsize please discuss with the Heat Charges team.

    Heat meter in their secure permanent accommodation. If there is a heat meter in their secure permanent home please advise the Heat Charges team who will suspend payments there and they will need to pay energy bills for the temporary accommodation.

  • Advise Council Tax of the name and occupancy date (email [email protected]).

  • Recommission gas if there is a gas supply.

  • Check in with your tenant on a regular basis.

  • Diarise the regular matching meetings (or ensure one of your colleagues does). You will be expected to attend these if your resident is moving on.

  • Take your resident to any viewings, liaising with the NHO for the patch.
    Feedback any refusal reasons and consider whether they are reasonable reasons.
